JLC Associates was founded in August 2009 with offices located in Wilmington, Delaware and Portland, Oregon. JLC Associates draws on the 60+ years experience of its founding members to provide innovative and cost efficient solutions to our clients.

Nora R. Lober, PE, LEED AP
Managing Principal
Nora Lober has over 17 years of experience in the environmental engineering field, specializing in environmental assessments and site investigations. She has managed numerous projects for both public and private sector clients in the mid-Atlantic region. She primarily serves as a Project Manager for environmental and sustainable design projects. Her expertise includes: managing environmental assessment investigations; performing sustainable site design for commercial and residential properties; and performing Feasibility Studies and site evaluations. Ms. Lober is a LEED Accredited Professional; a BPI Certified Building Analyst and Envelope Professional; as well as a certified asbestos Building Inspector, Abatement Designer, and Project Monitor.
Tammy R. Cleys, PE
Deputy Manager
Tammy Cleys has 19 years of public sector utility engineering and management experience, specializing in combined sewer overflow (CSO) systems, wastewater/stormwater conveyance, and construction delivery. She primarily serves as a Project Manager for water/wastewater/stormwater utility projects and manages the Portland Oregon office. Ms. Cleys’ diverse project background combined with her public sector experience provides her with a unique understanding of the technical, environmental, economic and political aspects of the public and private sector.
Bruce W. Jones, PE
Senior Consultant
Bruce Jones has over 20 years of experience in water resources and civil engineering construction projects in the public and private sector. He started his engineering career with an international water resources consulting firm. During this time he served as a designer on several water resources projects in the mid-Atlantic region of the United States, the United Arab Emirates and Saudi Arabia. Mr. Jones also worked in the public sector for six years as manager of numerous environmental projects. He serves primarily as a senior consultant for JLC Associates.
